Forgot to mention, deployed \ CIPCs are version 2.0.1, but I've tested with 2.1.4 (on a non-locked workstation, \ as Administartor, so there were no access rights problems) and the problem is still \ there, as described below.

files are successfully downloaded from the TFTP server, but the softphone still complains "Error Updating Locale" in the status screen.

Using a different installation (the corporate CIPC are mass deployed, no access to C: drive etc.) I sort-of managed to switch between French and English partially: right-click menus, splash screen and tooltips appear in french, but the phone screen (softkeys, phone menus, etc.) is still in english.

When I check the status Messages on the CIPC, it says " CTL update failed, SEP001C23858810xml, error updating locale"2) The back ground images are not available for selection- it says "file not found". i compared our flash to a customer's and we have the same image files...

SO I VPN'd to a customer's and started my softphone.
